The design for the new Police Headquarters and City Hall serving the Shavano Park area ultimately became a balance between development criteria and the need for strong civic presence. The Strategic Planning Committee wished to have a structure that would fit in with the residentially scaled buildings of the city of Shavano Park. The architects took these comments and created and overall massing for the City Hall and Police Headquarters which features a double height central public space element that ties the lower scaled City Hall and Police Headquarters. The program requirements were arranged with the city hall/multipurpose area, kitchenette, offices, mayor's office, conference room, city manager, alderman areas, break room on one side, and the deputy chief, chief of police, dispatch, records, investigation, vault, patrol officers, sergeant, corporal, juvenile, booking, holding cells, training, fitness and break areas on the other side.
